JOB SPECIFIC COMPETENCIES

Research Contracts and Budgets

• Prepares clinical trial budget, negotiates and communicates effectively for contractual language between sponsor and Grant and Contracts, the Legal Department, Clinical Research Finance, and with the PI for approval.

•Reviews the coverage analysis with the assigned research personnel, and the Principal Investigator and ensures all research related costs are captured on the budget. Works with the principal investigators, regulatory team, research nurse manager and study team to prepare detailed research cost and patient care budgets on new or modified research contracts. Participates in study initiation meetings to ensure all costs are captured. Develop an approved investigator site and base budget. Completes sponsor budget forms and CRF budget checklist. Reviews and interacts with CRF regarding coverage analysis data. Reviews coverage analysis for accuracy and inclusion into internal department trial budgets. Solicits budgets from participating departments in the clinical trial (e.g., CTRC, QIAC, MRI). Negotiate with industry sponsors and CROs on new and amended clinical trial budgets. Ensures all research costs are covered, escalates to PI and/or Deputy Chair if negotiations are at an impasse. Reviews and tracks protocols and protocol amendments for budget items to ensure all costs are reflected in the internal budget. Update internal budgets and notify department finance team. Request advance set up for CFS. Monitor research charges for newly activated studies. Conducts research reconciliation on all assigned studies. Collaborate with grant program manager/coordinator on clinical grant development including budgeting of resources and patient care costs for clinical aspects of the grant.

Project Management and Data Analysis/Reporting

• Interacts with all levels of personnel within the departments/division and other financial departments within the institution to resolve issues related to accounting transactions or reconciliation items. Ensures timely invoicing for both milestone payments and regularly occurring study visits, with continual follow up for the collection of payments for work performed and payments are allocated to correct accounts. Assist with clearing out deficits, review and confirmation of payments and expenses, residual transfers, and closeout. Provides data to analyze department's cost of research and present to the department leadership. Assist in ePAF process for allocating salaries. Review actual vs budgeted effort for assigned studies in comparison to study enrollments and adjust as necessary. Conducts salary reconciliation trending for relevant research staff on assigned accounts. Project effort/salary distribution life of study to accommodate fluctuations in activity. Partners with the department effort coordinator to ensure accuracy in effort certification process. Meets with the PI as needed to review research finance status. Oversees spending trends on post-award grant accounts to ensure that budgets are being adhered to and expenses are allowable. Meets with faculty as needed to proactively plan for spending and proper financial management of grant accounts including ensuring proper credits and debits have been applied to each account. Prepares and reviews routine finance reports, or monthly or as needed. Completes data entry into the database for oversight of assigned protocols budgets, allocated resources (actual salary and effort), and submission of invoicing per protocol. Organize and maintain sponsored project financial files. Consult with department finance team on expenses transactions related to each protocol. Meets with faculty as needed to proactively plan for spending and proper financial management of grant accounts including ensuring proper credits and debits have been applied to each account. Review M&O expenses for allowance on sponsored projects. Compare to project budget, contract and institutional policies. Request no cost extensions. Assists with any departmental needs regarding expense transactions related to each protocol.

Compliance and Education

• Ensures compliance with Good Clinical Research Practice Standards. Ensures that department policies and procedures conform to the institutional standards as it relates to research patient charges, their budgeting and expenditures. Conduct presentations for clinical research educational sessions as required. Attends in-service, departmental meetings, mandatory training and/or other events to remain aware of new policies/procedures affecting the conduct of protocols. Attend other educational and training opportunities as identified, utilizing institutional resources as well as applicable professional societies for the industry. Serve as a resource for clinical trial budgeting for the department. Works closely with members of the regulatory team on assigned duties. Crosstrain with members of the existing team on clinical trial budgeting for the department.

Support the institutional and departmental missions. Represent head and neck surgery in a professional and appropriate manner within the institution as well as externally.

Other duties as assigned

Required Education:

Bachelor's degree in Business Administration or related business specialty.

Required Experience:

Two years business experience to include project management, data analysis or accounting.

Preferred Experience/Skills:

Clinical Research Finance experience in a Healthcare Institutional setting who has managed pre- and post grant awards (from government, Alliance and industry sponsorship). Great organizational and communication skills needed. Computer/spreadsheet savvy.
