MD Anderson Cancer Center Project Director, Facilities Contracts & Controls - Construction Projects in Houston, Texas

Ideal candidate will have the following:

  • Doctor of Jurisprudence or master's degree in accounting, architecture, business administration, design and construction project management, engineering, or related field.

  • Ten years of leadership experience

  • in the development and administration of contracts related to the design and construction or renovation of complex medical and research facilities; and

  • with reading, researching and interpreting laws, policies, practices and rules related to the execution of design and construction projects, with a focus on requirements to which public institutions of higher education must comply.

SUMMARY

In association with the Director of Project Contracts and Controls, provide leadership of project contracts and controls group within the Department of Facilities Planning, Design and Construction.

JOB SPECIFIC COMPETENCIES Contract Services For assigned projects and programs: plan, organize, and manage contractual relationships between owner, design services provider and construction services provider; define and implement contractual and project risk management strategies that optimize the resources of the institution; establish and manage contracting strategies and negotiations for construction projects and supporting efforts (e.g. job order, activation, commissioning, etc.)

Work with personnel across the department, in Supply Chain Management and in Legal Services to develop and implement processes and procedures that ensure contracts are developed and managed and that services are rendered in accordance with contract terms and conditions, and that MD Anderson's obligations to service providers are timely and consistently met.

Regulatory Coordination and Responsibilities In association with the Director of Project Contracts and Controls: plan, organize, and manage the preparation of agenda items and construction notifications for the UT System Board of Regents and the Texas Higher Education Coordinating Board; work directly and collaboratively with director-level management at the UT System Office of General Counsel, UT System Office of Risk Management, and UT System Office of Capital Projects; develop and manage a system for capturing lessons learned from internal and external audits; establish, manage, and facilitate a system for appropriately communicating those lessons learned throughout the division to ensure contracts are consistently developed and implemented in accordance with laws regulations, rules, policies, procedures and best business practices.

Project Controls In association with the Director of Project Contracts and Controls: lead the project controls team by directing implementation of the overall project controls and performance strategy; establish methodology to track, synthesize and summarize project information; provide management with reports, metrics, tools, etc., that illustrate the status of each project.

Other duties as assigned

Bachelor's degree in business administration, accounting, architecture, engineering, design and construction project management, or related field. Ten years of experience with contract administration in planning, and/or design and/or construction project implementation, facilities administration, or project cost accounting, to include six years of management experience. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience. Must pass pre-employment skills test as required and administered by Human Resources.

Preferred: Doctor of Jurisprudence or master's degree in accounting, architecture, business administration, design and construction project management, engineering, or related field.
